The Canadian government on Monday extended its help to rebuild the structures damaged in the 2015 earthquake and help Nepal for future crises. Jean Lebel, President of Canada’s International Development Research Centre (IDRC) and Nadir Patel, High Commissioner of Canada to India announced USD 1.2 million aid for reconstruction efforts to restore damaged housing, public buildings, and infrastructures.“This initiative will support mountain communities in their rebuilding and rehabilitation efforts following the earthquake of 2015,” said Lebel, “And the knowledge generated will be shared in the wider region to improve disaster planning and preparedness to reduce the devastating impacts of such events.” The Canadian government also expects the aid to help in natural disaster management, risk management, rehabilitation, strengthening livelihoods and community resilience in the country, according to the statement. “While it is important to rebuild infrastructure after the earthquake, it is critical that the focus be on rebuilding livelihoods. The whole Hindu-Kush Himalayas is a high hazard region for earthquakes, and the lessons learned need to be transferred to other countries in the region, a role that ICIMOD as regional, intergovernmental organisation can play,” informed Director General of the ICIMOD, Dr. David Molde


The Nepal Association of Foreign Employment Agencies (Nafea), the umbrella organisation of recruiting agencies, has even warned that it would disrupt all foreign employment related services for an indefinite period “if police continued raids”.The Metropolitan Police Crime Division on Wednesday raided 18 manpower companies on suspicion of duping foreign employment aspirants. A total of 12 persons were arrested. Eight have been remanded to 10-day custody while four have been sent to the Department of Labour for further investigation.

Nafea has claimed that more than 20 recruiting agencies operating in the Kathmandu Valley have been raided in the past few days “without prior information”.Nepal Police said the manpower companies were raided based on the complaints filed against them for swindling and exploiting foreign employment aspirants.According to police, dozens of complaints related to fraud have been filed against different manpower companies through Nepal Police’s hotline service.

Stating that they were “being treated like criminals”, Nafea representatives said deliberate attempts were being made to “displace us”.“We are under attack from all sides. It is a ploy to finish off agencies,” said Bimal Dhakal, chairman, Nafea, adding that recruiting agencies are now left with no option than to stop providing services.
More than 50 recruiting agencies in Kathmandu have submitted their operation license to Nafea, demanding that office bearers “take concrete steps to end police raj”.
Claiming that only the Department of Foreign Employment (DoFE) is authorised to deal with cases related to foreign employment, Dhakal said, “Police were taking law unto their own hands.” But the Foreign Employment Act states that the DoFE Tribunal shall have handle the cases related to foreign employment, and Nepal Police shall handle cases under Anti Human Trafficking Act and other acts related to fraud cases.




The Metropolitan Police Crime Division today carried out coordinated raids in nearly one-and-a-half dozen manpower agencies in the Kathmandu Valley on suspicion of their role in human trafficking.The raids were conducted in manpower agencies based in Lazimpat, Baneshwor, Patan, Gaushala, Maharajgunj and Basundhara areas.SSP Sarbendra Khanal, MPCD in-charge, said the action follows complaints about manpower agencies leaving employment seekers in the lurch in foreign land and cheating and forcing the victims into unpleasant jobs.Police investigations show that forced labour abroad and human trafficking are facilitated by a section of manpower agencies engaged in fraudulent practices.“We raided as many as 17 manpower agencies and arrested eight suspects with documents for further investigation,” Khanal told The Himalayan Times.

It starts with the Turkish Airbus that veered off the runway at Kathmandu Airport on 3 March. Seven weeks later, we were struck by a 7.8 magnitude earthquake, and powerful aftershocks that rocked central Nepal for months. Nearly 9,000 people were killed, three million people affected, more than 700,000 buildings were destroyed and Kathmandu’s historic towns damaged.

Yet, as we wrote in this space in May, we got off relatively lightly. The doomsday scenario of a mega-quake in Kathmandu had predicted at least 100,000 fatalities, with unimaginable damage to buildings and infrastructure. The fact that the main quake measured less than 8 magnitude and struck during the daytime on Saturday, the shock waves were of a low frequency which saved most ferro-cement structures, and the shaking lasted less than a minute, saved countless lives. Telephones and electricity were working right away, the highways were not cut off and Kathmandu airport was not damaged. The earthquake was a warning to get our act together before the real Big Ones, which are yet to come.

The earthquake forced guilty politicians to push for regime change, but for that it was first necessary to rush through a new constitution. That was the last element of the peace process, and although it had flaws it was passed by a democratically elected assembly. In their hurry, the Big 3 parties forgot that the Tarai isn’t just a vote bank, but is also populated by Madhesis, Tharus and others. Tarai leaders who had lost the 2013 elections after being thoroughly discredited for their greed and incompetence latched on to this lapse (and fanned the flames) to launch an agitation, which India backed with a blockade of the border
